4. THE GAME
a) The game shall consist of nine (9) innings or a curfew of dusk
or 8:30 P.M. whichever comes first.
b) Five (5) full innings will be considered a game if called because
of rain or darkness.
c) The decision to call a game will be made by the participating team
captains unless otherwise notified by the Parks and Recreation Department
that the fields are not playable, in which case team captains will
be notified during the day.
5. PITCHING
a) The pitching rubber must be in use and set at forty (40) feet.
One foot remains on or behind the pitching rubber when delivering
the pitch. If the pitcher does not start on or behind the rubber,
it will be deemed a ball. NO MORE then one complete step in front
of the rubber is allowed. (If a person requires two (2) or three (3)
steps to release the ball, they must ensure they start far enough
back as to complete their pitch no more then one step in front of
the rubber.) The intent of this pitching rule is to protect the pictchers
from line drives.
b) The pitch must be delivered with an underhand, five fingered, palm
up grip release. No break in the wrist and twelve (12) inches from
the hip.
c) The pitch must be delivered at a slow speed. The general rule is
the ball must be thrown to allow the batter to hit the ball. If the
umpire and/or player considers the pitch too fast, he shall call it
a ball, unless the batter should swing at the ball, in which case
it is either a strike, or in play, if the batter hits it.
6. BATTING
a) No bunting allowed.
b) Each teams inning at bat will be considered complete when they
have three (3) players called out or when they have scored a maximum
of seven (7) runs in that inning. This rule will not apply to each
teams last turn at bat; in this case, each team will be allowed to
bat until three (3) players are called out.
*c) The team batting will provide the home plate umpire. The use of
base umpires is optional.
d) Home team plays the field first inning.
7. BASE RUNNING
a) There will be no lead offs, runners may attempt
to steal a base only when the ball has crossed home plate.
b) Players may not steal home. They must go home if they have passed
the commitment line.
c) Sliding into base is allowed.
d) Players must be hit home or forced home by the batter being walked
when the bases are loaded.
e) Collisions on the bases are to be avoided whenever possible. If
in the judgment of the umpire, a deliberate collision is caused, the
runner will be called safe or out depending on whether the collision
was caused by the runner or the baseman. The joint decision of the
captains will be final in the case of dispute, no fighting please.
f) Infield fly rule does not apply. The batter and runners will take
what they can get when the ball is hit into fair territory.
